Disabled Graduation?

As we go into the week of graduations and celebrations, it is really sad that physically disabled special-ed kids do not get to share in the graduation walk, even if they pass the Constitution test. Yes, they advance to 9th grade, but no graduation. What do you think about this? Goofy technicality or bad policy?
